Why bother? It's not like there are hundred of devices, so running a
script like the one already provided with udev should not be a problem.
md@wonderland:~$cat /etc/udev/scripts/dvb.sh
#!/bin/sh -e
echo $1 | sed -e 's#^dvb\([0-9]\)\.\([^0-9]*\)\([0-9]\)#dvb/adapter\1/\2\3#'
exit 0
