Just works for me fine with FC3:
[root@palm etc]# grep usbfs /etc/rc.sysinit
[ -d /proc/bus/usb ] && mount -n -t usbfs /proc/bus/usb /proc/bus/usb
[ -f /proc/bus/usb/devices ] && mount -f -t usbfs usbfs /proc/bus/usb
[root@palm etc]# rpm -q -f /etc/rc.sysinit
initscripts-7.93.5-1
