Sure.

No, udev will not contain such a package. Please realize that there are
at least 3 different, popular syslog programs, and probably a zillion
other, not as popular ones. As well as a number of big, expensive
syslog programs from companies that are very willing to have you pay for
this kind of feature :)
Use udevinfo to do a mapping from kernel name to udev-known name.
That's all the documentation you need.
