No. Everything would work exactly as when NAME rules were terminal.

Since we can't get an agreement on this solution, what about a different
scheme? We could have = and += assignments: when used with elements like
SYMLINK and RUN the first would reset all previous assignments, and the
second would add it.
This way it would be possible to easily override any value, even to remove
any other with rules like SUBSYSTEM="vc", RUN="".
