I am trying to boot my Dreamcast with 2.6.14 and I get the messages
below and it then hangs (though is still pingable so the kernel is still
operating) ... I'm trying to get to the bottom of what's wrong.
grep: /proc/mounts: No such file or directory
grep: /proc/mounts: No such file or directory
Populating /dev using udev... done
Initializing random number generator... done.
Starting network...
run-parts: failed to open directory /etc/network/if-pre-up.d: No such
file or directory

Looks like it's some other part of your system. Go bug your distro
providers :)
