So basically there isn't anything in udev?
Since I'm writing in C, I suspect udevstart would be more meaningful.
One thing I'd need to explore is parsing issues for sysfs data. But
how scripts would parse it could be different than what might be done
in C. The first need for /dev will be long before the system could
run a shell.
