In 087 it is apparently broken:
{pts/1}% git reset --hard 087
{pts/1}% DEVPATH=/block/hdc sh ./extras/path_id
sed: невозможно прочитать /var/lib/pcmcia/stab: No such file or directory
ID_PATH=pcmcia--ide-0:0
In current git it is better:
{pts/1}% git checkout master
{pts/1}% DEVPATH=/block/hdc ./extras/path_id
ID_PATH=ide-0:0
Still apparently at some point it was even better:
{pts/1}% cat /etc/udev/rules.d/51-block_config.rules
# udev persistent rules for block subsystem
# Generated by Mandriva udev rules

Well, the latter looks like the right one; was change intentional (or possibly
at some point path_id was customized in Mandriva)?

Nope, we didn't modify it between the releases you mention, we just
upgraded to udev-087.

For the record - it is not (directly) udev bug; it is a problem of resuming
from STR - hdc loses its "position":
{pts/1}% LC_ALL=C ll /sys/bus/ide/devices
total 0
lrwxrwxrwx 1 root root 0 Mar 24 19:21 0.0
- -> ../../../devices/pci0000:00/0000:00:04.0/ide0/0.0/
lrwxrwxrwx 1 root root 0 Mar 24 19:21 1.0 -> ../../../devices/ide1/1.0/
here first channel is OK, second one is hdc and parent is forgotten.
Apparently it is something introduced in 2.6.16.
