The usb device nodes have changed to real nodes in the meantime and the proc interface is deprecated. GROUP assignments never worked for proc nodes and udev never cared about his. Something else may have changed the ownership in the past which stopped doing it, but it's not udev. It's not likely that someone here has an idea how to help with such a setup.
