There are two rules in the file in the source tree, both are needed.
If that:

isn't in, you may need something to work around the netdev
race too.

"input" is kind of weird regarding this timing. There is nothing you can
do besides increasing the timeout in the source code, or adding the same
rule a second time for "input". This may prevent it from happen in the
future:
