First, can anyone point me towards documentation on how to interact with
HAL through their API?  I don't mind RTFM'ing except that I cannot find
any documentation on it.

Why not ask this on the HAL mailing list?  That might work a bit
better... :)

Yeah, that's a good idea. :) But you may want to look at this before:
  http://webcvs.freedesktop.org/hal/hal/doc/spec/hal-spec.html?view=co&pathrev=HEAD

browse a bit through the mailing list archive:
  http://lists.freedesktop.org/archives/hal/

and look at:
  lshal
and
  lshal --monitor
while connecting and disconnecting devices.

And play around with
  hal-device-manager
and look at its python code to get an idea.
