Perhaps it is just a rule like:
ATTRS{modalias}="?*", RUN+="modprobe $env{modalias}"

that should look like this to not be run on removal of modalias but just when 
it gets added.
ACTION="add", ATTRS{modalias}="?*", RUN+="modprobe $env{modalias}"
