[BUG] udev 167, build of essential helper progs disabled

[Juergen Daubert]

Patch [1] disables the build of all essential helper progs like ata_id,
usb_id etc. if --disable-extras is used, even though the excluded
programs do _not_ depend on special libraries. Not installing these 
programs renders udev mostly useless because many installed rules are 
using e.g. usb_id.

I'd suggest to revert patch [1].

Done in head now, thanks for pointing out. Just discussed on IRC, this
was by and large a misunderstanding; sorry about that!
