I heard D-BUS would be supported by udev in the next release, and application could use D-BUS to hook up with udev to get device add/remove notification. However, when I look to the latest development source codes, I don't find any D-BUS API is being used.
Can you please confirm if D-BUS is supported? if so what does policy rule look like?

There is no support, and it was never planned to add D-Bus interfaces
to udev. Libudev uses a single file descriptor, and pure netlink for
communication.
