I believe that's for USB 2.0.
Googling for "echi-hcd hang" I see someone reporting a similar problem
last year, with possible workaround:

All,
on the advice of Patrick Mansfield (thanks) I invoked the script like this:
sh -x /etc/rc.d/rc.hotplug start
and this way I discovered that it seems to go wrong when it tries to do
this:
modprobe -q -s ehci-hcd
At the moment I'm not familiar with that kernel module. Will keep you
posted.

Hi,
I had that thought myself immediately after posting. I went through the
various scripts putting echo statements in and eventually arrived at
/etc/hotplug/pci.agent with the line:
load_drivers pci $MAP_CURRENT "$LABEL"
which expands to:
load_drivers pci /lib/modules/2.6.7/modules.pcimap PCI slot
That's where it seems to go off the trolley. I will post more if and
when I find it.

Turning acpi off did not work for me. I will go and get a better kernel,
and also try the latest hotplug as Simone suggested.

Seems doubtful it is a hotplug problem if the module load is hanging your
system.
Have you seen the REPORTING-BUGS file?
Testing 2.6.9-rc3 and 2.6.8.1 might help. You should followup on
linux-usb-devel. google based on your hardware for other failure reports, and
also search usb-devel for your hardware, here is a decent archive:
http://news.gmane.org/gmane.linux.usb.devel
usb-devel will want lspci -v output, see the kernel source REPORTING-BUGS
for details.
And maybe try getting sysrq process trace output, assuming the system is
not absolutely dead, see kernel's Documentation/syrq.txt, here is current
bk version online:
http://linux.bkbits.net:8080/linux-2.5/anno/Documentation/sysrq.txt@1.9?nav=index.html|src/|src/Documentation
The above might require a serial line to capture the relevant details.
