Is it possible to map a uuid to an existing device such as sdb or are 
those names reserved?    I don't have any problems when mapping devices 
with unique names.

Sure.  What happens is I can not get udev to map an iscsi target to 
'/dev/sdb'.  However, when I write a rule for it to name the device 
'/dev/drive1', it works. Are  the names for scsi devices reserved so 
that I can't use them?

Did you look at the persistent device naming which comes with udev?
Almost everybody ships it these days:
  http://www.kernel.org/git/?p=linux/hotplug/udev.git;a=blob;f=etc/udev/60-persistent-storage.rules

It looks like this for a single device:
  $ tree /dev/disk
  /dev/disk
  |-- by-id
  |   `-- scsi-SATA_HTS726060M9AT00_MRH453M4HWHG7B-part6 -> ../../sda6
  |-- by-label
  |   `-- devel -> ../../sda6
  |-- by-path
  |   `-- pci-0000:00:1f.2-scsi-0:0:0:0-part6 -> ../../sda6
  `-- by-uuid
      `-- 3e999973-00c9-4917-9442-b7633bd95b9e -> ../../sda6

You should be able to identify the devices persistently by using the
symlinks here instead of the kernel name, without the need for any custom
rule.
