I'm happy with whatever's there at boot and at udev startup, after modules
are loaded, gets automatically enumerated (sorting by bus address, generic
rules), with everything else being handled dynamically.

(I'd stick with static /dev but for hotplugging of some types of USB device.)

Not sure. My guess is "assume valid" with a blacklist of known-bad attribute
values, although this could make restoring from backup after replacing or
(possibly) moving some hardware somewhat interesting.

Then there's upgrading of existing installations...
