<nitpick>
The module use count has *NEVER* been defined as an open count, it is a
reference count that sometimes is the same as the count of open files.

Too many developers have made the mistake of assuming that use count =
open count.  For some modules the use count reflects the number of data
packets, others count the number of device commands in flight, others
just set the count to 1 and maintain their own data structures, only
setting the use count to 0 when all their data structures are free.
