I noticed that fxload was separated from linux-hotplug/admin, but
it seems some parts, such as Makefile, still refers fxload subdirs.
Should we fix this?

Yes. Note that there are still some open issues
with the two-level bootstrap in linux-hotplug/fxload,
which shouldn't be hard to fix as soon as I make
the time to focus on those ... :)
