Or maybe a signal when an entry appears is sysfs? IIRC, sysfs
supports dnotify, although I haven't tried it. Have a daemon
watch a bus's sysfs directory for DN_CREATE|DN_DELETE. Then the
kernel never need exec a program for plugging.
There's some worry about having too many RT signals queued up, but
I imagine filling a pipe could be an issue too.
