I'm not sure, the question is what is supposed to happen.
if the user has it disabled, then he probably wants it disabled, even if
usb hotplug would not work. In this case the mount should be a
mount /proc/bus/usb &>/dev/null to avoid the error message.
If we want to have it mounted anyway, this could work:
grep '^[^#].*[      ]/proc/bus/usb[         ]' 
fstab could contain options for usbfs.

what do others think?

You mean, from the Debian sources, yes?

USB hotplug works *just fine* without usbfs enabled.

What won't work is user mode drivers (they need usbfs),
or devices connected at boot time whose setup agents
can't do their work while the system isn't fully booted.
