True, I just fixed this up to handle the rules in the order they are in
the config file (within the type of rule.)  So

REPLACE, KERNEL="tty", NAME="tty"
REPLACE, KERNEL="ttyS*", NAME="tts/%n"
REPLACE, KERNEL="tty*", NAME="vc/%n"

should work now (well, it does for me...)
