Have you read the udev man page? I covers how the rules file is
constructed, and gives an example. Also the example udev.rules file
shows all of the different rules in use.

You need sysfs to run udev. That's about it :)
Anything specific you want to know about sysfs?

Yup, the USE_DBUS build target right now doesn't work without some
tweaks to make the glibc build link dynamically. If anyone wants to
send me such a patch I'd be glad to intregrate it into the udev tree.
