I don't understand the need to queue hot plug events that
occur before user level facilities are ready to handle them. For all
devices that I am aware of, it is simple enough to scan the bus after
initializing the hot plugging support and deal with the devices that
are already plugged in at that point.
Perhaps someone could provide an example.
