These two problems are almost certainly very much related, yes?

Yes. The trouble is the "<<" idiom used to parse some
of the kernel environment variables) in the {usb, pci}.agent
code ... if there's a better fix, please share!
There was another related issue, since initting USB "early"
meant that some hotplug events would need to be faked
which wouldn't otherwise need faking.

There is one column missing in /etc/hotplug/usb.distmap

Hopefully updated versions of these two packages will be released with
these changes in them soon.

Which column is that? The driver_info column? That's always never been
there, from what I recall.

Adam Richter provided a better answer to the problem (second
bullet) than the specific workaround (first bullet). His patch is now
in CVS.
I could start to get used to seeing things "just work" when powering
up a USB-oriented Linux laptop ... and they "just work" so much
faster than with that Other "OS" that can't quite decide whether it's
got to reinstall drivers each time! :-)

I believe the fix for this was to load usbcore and mount
/proc/bus/usb first, and load the host controller next.
