Well, cardmgr currently detects cardbus cards and does most of the userland stuff OK; it's just that the device names it passes to userspace get really confused. One can add some hacks to get the network device right, but this can cause other problems. Alternatively, you can have cardmgr deal with all the insertion/removal events, and just have hotplug deal with the interfaces created (i.e., stub /etc/pcmcia/network.)
