Here are diffs to the hotplug.spec file that creates the /var/run/usb
directory (with correct permissions) at install time. This should
finish up the usb remover support. I've updated the README to include
mention of the /var/run/usb directory, and I've included in the spec
file the steps to make the directory. I've only bumped the spec release
number because this is harmless to the named release.

I've included the diffs. I can do the commit myself, but I just
want to check first that this is OK with the existing cadre.
