Windows ships with more drivers than just the "standards" ones, so there is no way to tell. If it doesn't work with the usb-storage driver loaded manually, then it makes sense that the hotplug mechanism doesn't try to load it. Let's start with this: send the device descriptor dump from /proc/bus/usb/devices when the device is attached, and let's take this off the hotplug mailing list until we get it sorted out.
