Implement ioctls for creation and destruction of dxgdevice
objects:
- the LX_DXCREATEDEVICE ioctl
- the LX_DXDESTROYDEVICE ioctl
A dxgdevice object represents a container of other virtual
compute device objects (allocations, sync objects, contexts,
etc.). It belongs to a dxgadapter object.
