Implement a driver for the "Hardened I2C" controller found on Lattice
MachXO2 family PLDs. The driver can run IRQ-driven or use a timer for
polling.

- Add machxo2_sleep() using fsleep instead of udelay, update machxo2_recover()
  to use it
- Add an early return in machxo2_write() to reduce indentation
- Add a comment regarding limited prescale range
- Use dev_err_probe() where appropriate
- Set I2C_CR_I2CEN later, so it doesn't need to be disabled again in case of a
  IRQ setup error. A clear of the IRQ status register is added to machxo2_init()
  to ensure that we don't attempt to handle a pending IRQ before I2C_CR_I2CEN is
  set.

- Depend on HAS_IOPORT
- Use ktime_add() for exponential backoff
- Prefer spin_lock_irqsave() to spin_lock_irq()
- Fix platform_get_resource() error handling

Preparation for supporting the second I2C controller, and detecting both
ocores and machxo2 controllers.

- Introduce tqmx86_detect_i2c1()
- Avoid the confusing "soft" I2C controller term - just call it the
  ocores I2C
- Define TQMX86_REG_I2C_DETECT relative to I2C base register

The TQMx86 PLD may contain two kinds of I2C controllers as its secondary
instance: the previously supported OpenCores I2C, or the MachXO2 I2C. Add
support for the latter.

What is 0xff?  No magic numbers - please define.
