The Kconfig refactor to consolidate KEXEC and CRASH options utilized
option names of the form ARCH_SUPPORTS_<option>. Thus rename the
ARCH_HAS_KEXEC_PURGATORY to ARCH_SUPPORTS_KEXEC_PURGATORY to follow
the same.
