ata_dev_configure() should not clear dynamic device flags determined
elsewhere.  Only mask out ATA_DFLAG_CFG_MASK before configuring.
Without this patch, ATA_DFLAG_PIO gets turned off during revalidation
making PIO mode unuseable.
