Add New ioctl types
    BLKREPORT    - Issue Report Zones to device.
    BLKOPENZONE  - Issue an Zone Action: Open Zone command.
    BLKCLOSEZONE - Issue an Zone Action: Close Zone command.
    BLKRESETZONE - Issue an Zone Action: Reset Zone command.
