FWIW, I don't see it on an SMP machine.
On non-SMP it's reproducible, eg. by doing
# echo testproc > /sys/power/disk
and
# echo disk > /sys/power/state
for 3-4 times in a row.
Probably "sync" for a couple of times in a row would be sufficient.
