Fix make mandocs for libata-core.c

Fix make mandocs for libata-core.c

[Kurt Wall]

"make mandocs" complains when on libata-core.c because several
functions have undescribed parameters. This patch adds silences those
warnings by adding descriptions for the undescribed parameters.
