Looking at the changelog in the -100 ubuntu kernel:

There are two clear main suspects:
libata: add horkage for ASMedia 1092
and
ata: ahci: Add Green Sardine vendor ID as board_ahci_mobile

When you boot the working kernel (-99)
what is the output of
$ lsscsi

do you see "ASMT109x-" there?
