Changes from v2:
 * Fixed incorrect byte order from measurement reading
 * Updated Kconfig and ABI documentation
 * Changed resolution data to more readable struct
 * Removed un-needed .channel assignments in hdc100x_channels
 * Fixed logic bug in heater enabling
 * Various minor changes (removing inlines, removing fall-thrus, etc)

Add support for the HDC100x temperature and humidity sensors
including the resistive heater element.

Actually no... resolution changes (8, 11, 14) but the value reported
back from sensor is always 14 bits per the datasheet...
