This evaulates (I think) to GENMASK(1, 6);
Now this is gibberish (mask from bit 1 downto 6...)
To satisfy curiousity the implementation is:
GENMASK(h, l)
(((~0UL) << (l)) & (~0UL >> (BITS_PER_LONG - 1 - (h))))

so we have something like (0xFFFFFFFF << 6) & (0xFFFFFFFF >> (32 - 1 - 1))
0xFFFFFFC0 & ( 0x00000003) = 0.  Not good.
