Facilitate sending patch

Hello Michael,

If it is possible to customize the file .git/config of the main
repository, it would be nice to add the following lines to make life
easier for (occasional) contributors:

[format]
   to = mtk.manpages-Re5JQEeQqe8AvxtiuMwx3w@public.gmane.org
   cc = linux-man-u79uwXL29TY76Z2rM5mHXA@public.gmane.org
   subjectprefix = PATCH
   numbered = auto

Emails will be automatically added and [patch] prefix will be correct
even if the user has modified its overall configuration.

.git/config is a local setting.  it is not possible to have the remote repo push 
this to local clones.

And there is no other possible way for clones retrieve this configuration?

nope -- this is simply how git works.
