Document SECCOMP_FILTER_FLAG_TSYNC_ESRCH flag, which allows to
use SECCOMP_FILTER_FLAG_TSYNC and SECCOMP_FILTER_FLAG_NEW_LISTENER
flags together by returning ESRCH on synchronization error instead
of the thread ID.
