I'm trying to set up a NPG Real DVB-T PCI Card.
I've loaded the v4l drivers and it seems to load correctly.

Are you sure you're using the correct firmware?
This kind of error could happen on a few cases:
1) Firmware is not version 2.7;
2) tuner-callback is sending a wrong reset. Xc3028 needs to receive a reset, gia a GPIO pin, for firmware to load. If you don't send a reset, firmware won't load;
3) On some devices, you need to slow down firmware sending.
If your firmware is correct, I guess your problem is (2). The better is to use regspy.exe (provided together with DCALER) and see what gpio changes during firmware load.

(1) Firmware is not version 2.7;
I have got the firmware following the instuctions on http://lists-archives.org/video4linux/20837-extract-tool-for-xc3028-firmware.html
(2) tuner-callback is sending a wrong reset. Xc3028 needs to receive a reset, gia a GPIO pin, for firmware to load. If you don't send a reset, firmware won't load; The better is to use regspy.exe (provided together with DCALER) and see what gpio changes during firmware load.
But regspy.exe is a Windows program. I tried to run it from wine but doesn't work.
(3) On some devices, you need to slow down firmware sending.
How can I try this?

True. This software helps to identify what the windows proprietary driver is
doing at the device. I guess your device uses a different pin for XC3028 reset.

This is what we need:

Those GPIO registers controls external devices. you'll need to start
regedit before your video app. There's a mode at regspy that tracks
changes on register. After starting, you'll have those values changed.
The firmware load happens when you change from PAL to NTSC. You may try to
do this on your software and see what register will change.
For example, let's say that GPIO2 has xc3028 reset pin at bit 1. You'll
notice something like this, during reset:

I'm not sure that I have understoo your instructions.
I've made three state dumps.
1) When The TV Program isn't running.
2) When I turned on the TV Program
3) When I selected a channel.
I cannot change to NTSC.
