Reviewers using Windoze at NewEgg gave it bad reviews. But maybe it works better for Linux-TV? What's your experience?
I'm looking for a card that does analog PAL/NTSC/SECAM -- that also works for Linux-TV.

oh my, this is a historical document.
Are those warnings already valid for all over the US or in California
only?

It will have US and/or European chips taking most of the remaining
possible profit. But not the newest ones ...

If you have a good analog cable-tv signal, you might try.
The tuner will do only NTSC and the TV sound is MONO only.
For other inputs are no known restrictions, except you will have to use
the analog audio loop through to the sound card on that saa7130.
No analog to digital audio converters on it.

The entire USA will go digital on Feb. 17, 2009. There will be no analog broadcasts after that.
The US Government is giving everyone with old TVs $40 (about 25 Euros) for each TV in their home to buy ATSC converter boxes:

There will be no analog OTA broadcasts, but analog cable TV will continue until
2012.

That's only up to two TVs per home, and only on specific models of converter.
The $40/€25 must be used within 90 days after it is sent.

Citation? I hadn't heard that the FCC had said anything one way or the
other about whether CATV providers had to continue to provide NTSC
analog; some have dropped it already so far as I've heard.

Nope with only two per household you can watch for the flood of
PVR-150's and PVR-500's that will show up on ebay.com from the US in
mid-2009 and then again in 2012 when the cable companies move over.
Build up cash reserves for the auctions now....

A second thought was also about the enormous lead warnings within the
soldering materials which now appear. Decades without any.
I guess someone must be licking on it every day within salty beach
conditions for years to get in trouble, but for those exposed to the
soldering fumes on that old chips it is likely a very serious issue.

Thank you for your help. Unfortunately I had already found this one and
tried it. It was very helpful in getting the card to work even though it
was written to support completely different hardware, USB tuner along
with a PCI tuner on a card. The Dual express does NOT have a USB tuner,
it's actually two separate identical conexant chips on the board only
one of which the linux driver recognizes. Also the Dual Express does not
use the "bluebird" firmware referred to in that howto, that is strictly
for the USB tuner apparently and since it doesn't have one it ignores
it. I actually had to find and download different firmware that it
requested. Using that firmware I can view and record all of the
unencrypted HD cable channels that are available to me. However, I
cannot tune any non-HD content at all.
