FFmpeg knows how to deal with both formats.
For Y4M:
ffmpeg -f yuv4mpegpipe -i -
For PGM:
ffmpeg -f image2pipe -vcodec pgmyuv -i -

"restrict" is C99. Either compile with -std=c99, replace "restrict" with
