is there any plan to be compile on epel-5 to? it's currently can't

Given that libv4l's main purpose is to make applications understand the
pixelformat generated by webcam drivers in newer kernels (way newer then whats
in RHEL-5), no.
However if you compile libv4l under the v4l-dvb hg tree, it will use the
headers from the tree and you can compile it under RHEL-5. Or you could simply
include the necessary header file (I think it only needs a newer linux/videodev2.h)
in the source rpm, and add a dir containing it to the header search path.
