I mean "fixed" as in "constant for an image sensor"

My point is that they don't change on a per-frame basis and that's
why having them in stats is a bit odd

Ok, maybe I'm missing some use cases here, but to me this is something
that has to be done during calibration in order to characterize a
sensor. However, as it seems the ISP support "measure&subtract" on a
per-frame basis maybe that's a possible use case.

Ok, this instead seems something that happens once at calibration time

Yeah, I'm just wondering if they have to be reported for each frame,
as the black levels are not expected to change.

We should support reporting BLS values only when a mesurement window
is configured maybe, so that userspace can program a mesurement
window(s) receive stats and then disable the window(s) to disable
receiving stats ?
