csrc-r4k suffers from SMP synchronization overhead.

Select HAVE_UNSTABLE_SCHED_CLOCK to workaround drift
between the CPUs on the system. HAVE_UNSTABLE_SCHED_CLOCK
requires cmpxchg64, so enable it for 64 bits only.
