Introduce a clocksource driver for the so-called high-precision timer (HPT)
in the EcoNet EN751221 MIPS SoC.

The timer is named in alignment with the DT compatible. The name "HPT" is
included because it is commonly used in vendor and 3rd party out-of-tree
sources.
