CONFIG_MEMORY_HOTPLUG now depends on CONFIG_SPARSEMEM_VMEMMAP. So
let's remove the !CONFIG_SPARSEMEM_VMEMMAP leftovers that are dead code.
Adjust the comment above fill_subsection_map() accordingly.
