[PATCH] pxamci: remove an ifdef about CONFIG_REGULATOR

Don't wrap regulator_get() inside an #ifdef CONFIG_REGULATOR anymore, as
now (since be1a50d) it correctly degenerates and returns NULL when the
regulator framework is disabled.
