On rk3399 based rockpi4b, mounting rootfs from mmc fails unless
ROCKCHIP_PM_DOMAINS is enabled. Accoriding to
Heiko Stübner <heiko@sntech.de> all SoCs since 2012 have power
domains so the support should be enabled by default
on both arm and arm64.
Failing boot without CONFIG_ROCKCHIP_PM_DOMAINS=y:

Nice catch! I assume my normal randconfig builds never
run into this because there is always something selecting
REGMAP_MMIO.

Sorry, my bad. I just checked drivers/base/regmap/Kconfig for COMPILE_TEST
and since it was not found thought that it's not supported with
COMPILE_TEST.
I will add the REGMAP_MMIO dependency instead in v4.

changes were moving from one susbsystem to another based on review
