Stupid questions follow.

I have these files.  But I don't remember where I got them, or where one
would advice people to look for them.  Also, I have failed to find out
what they _are_, despite some effort.

What do they do, how do they fit together, who makes them, and where are
they found?

If there's anyone out there bored enough to shed some light on it for
me, I'd be much obliged.
